“Split Second” (1992), directed by Tony Maylam, is a gritty, dystopian thriller set in a flooded, future London plagued by rising sea levels and rampant crime.

The story follows Harley Stone (Rutger Hauer), a hardened detective haunted by the death of his partner, as he hunts a monstrous, inhuman killer terrorizing the city.
